We Support the sustainable development of the Cosmetic, Personal Care and Home Care Industries in Latin America.

Institutional – An ethical role of promotion and defense of principles that promote this industry through its governing bodies and professional staff.

We are a point of reference and main source of up to date information on: commercials and customs agreements, legislative initiatives, regional regulatory and commercials agendas, market intelligence, sanitary requirements, among others, across the entire region.

International Positioning – We represent tour industry before International Associations of our sector. (E.g. PCPC, Cosmetics Europe, AISE, etc.).

Areas of Work

CASIC has 6 committees that cover different action fronts. Taking into consideration type of topics and geographical locations, some committees are divided into Sub-committees and Work Groups.
The sub-committees are teams whose purpose is continuous, while Work Groups are put together for a specific mission or critical conjuncture that merits the creation of a group dedicated to such purpose, which will later present its conclusions to the Committee President.
All teams are based on collaboration and cooperation. In addition to this, committee presidents hold regular meetings in order to maintain an open dialogue on the tasks undertaken by the Committees and the topics of the agenda that can be handled transversely.

Regulatory Matters Committee (RMC)

President: Fabián Flores (L ‘Oréal)

  • Frequency of RMC meetings: 1 every two months
  • Frequency of Work Groups and RMC sub-committee meetings: depending on the needs of each group

Made up of professionals in Regulatory Matters from all over Latin America and the companies in CASIC. It proactively addresses topics from the regional regulatory agenda with a strategic vision for their implementation and deployment at local level. As well as having member information on hand and core work groups, including Sub-Committee Work Groups dedicated to the commercial agendas of trade blocks.
The Committee has prioritized the following important topics to be undertaken during 2017:

  • Regulatory Convergence: continue to push for the simplification and reduction of registration times, elimination of requirements and promotion of Cosmetic Surveillance.
  • Active monitoring of potential new regulations and topics of interest (proactive role of CASIC RMC on key topics such as, Ingredients, Alternative Animal Testing, Claims) and the elaboration of corresponding Position Papers that reflect the position of our industry.
  • Support Trade Facilitation (connect with the Trade Facilitation Committee to Better understand where our Support is needed, focusing on sub-regions: Pacific Alliance, Andean Community, Central America and Mercosur).

The Regulatory Matters Committee sub-divides tasks by Region, as is the case of Mercosur and the Andean Community, and by topic; all of which report to the Committee president

  • Mercosur Regulatory Sub-committee:

Coordinator: Victor Fontan (CAPA)

Covers changes in the region, carrying out tasks required to achieve regulatory convergence.

  • Andean Community Regulatory Sub-Committee:

Coordinator: Adriana Acero (Unilever)

Covers changes to sanitary regulations in the Andean sub-region, analyzing current topics of interest for the industry in Bolivia, Colombia, Ecuador and Peru and all negotiations that occur within the framework of the Andean Community of Nations, which comprises supranational guidelines that regulate the commercialization of cosmetic, personal care and home care products in all four countries. The main objective is to progress toward better practices regarding regulations for the industry in this sub-region.

  • Sun Protection Sub-Committee:

Coordinator: Paola Becvar (Edgewell)

Gather Information and Update CASIC documents, specifically global mapping and the regional labelling guide.
Monitor any change in the regulation or legislative proposal aimed at modifying known local regulatory framework; as well as regulatory agendas of the USA and European Union which are used as reference regulatory systems. Provide support, guidance and training, when necessary, to local councils, or authorities in the region.

  • Ingredients Sub-Committee:

Coordinator: Mara Augusto (Avon)

Mapping of own Ingredient lists and comparative with reference legislations (Europe and the USA)
Understanding of updating procedures for Ingredient Lists around the world.
Mapping exceptions – identify and put together a strategic plan to eliminate exceptions that are found in countries and can be identified as technical barriers.
Share CASIC´s position on different topics of relevance on ingredients that are in the global spotlight.

  • Claims Work Group:

Coordinator: Luciana Santi (Genomma Lab.)

Among the objectives are the analysis of restrictions (written and unwritten) and current legislation for arguments, proclamations, Claims.
Work hand in hand with CASIC´s Marketing Committee.

  • Nanotechnology Work Group

Coordinator: Fabián Flores (L’Oréal)

With technological advances and the introduction of new processes and nanotechnology, CASIC saw the need to create a Group that is always up to date on these topics, managing any modification or change in global tendencies that may impact LATAM.

  • Alternatives to Animal Use and Risk Based Analysis Work Group

Coordinator: Carolina Tagtachian (Unilever)

Main tasks are based around the understanding of the international context for AAT and RBA.
Among the Group´s main objectives are:
Establish a strategic agenda and action plan.
Prepare CASIC´s position, clearly establishing the current world situation, existing legislations and industry concerns.
Proactive measures on potential situations regarding regulatory matters that can be expected in the region.

  • Market Control Work Group

Coordinator: Alex Froio (P&G)

This group´s main objective is to reach a consensus on a Post Market Surveillance model, which we can present as our standpoint to try and achieve regulatory convergence in LATAM.

Trade Facilitation Committee

President: Carlos Berzunza (CANIPEC)

  • Frequency of TFC meetings: 1 every two months
  • Frequency of TFC sub-committee meetings: depending on the needs of each group

The Trade Facilitation Committee´s main object is that of working toward the removal of tariff and non-tariff barriers for the sector´s products in the Region. With this in mind, the Committee tackles commercial matters on market access, tariff and non-tariff measures, technical obstacles for commerce and products, negotiation of trade agreements, prioritization of opportunities in new Agreements, or strengthening bilateral and multilateral relations.
The Committee also performs mapping and position papers of the industry on matters relevant to commerce, such as: compilation of Commercial Agreements of each country in the Region, mapping of tariffs and tax reliefs for Cosmetic and Cleaning products across the Region, standpoint on best commercial practices for the industry, Commercial annex in the Industry Declaration, mapping of non-tariff barriers (technical) for access to each country in the Region, among others.
Work for Sub-regions
The Committee has created work groups to focus on matters relevant to commerce in the different Latin American sub-regions and countries, as well as for participating in negotiation rounds and approaching commercial Authorities. The tasks are divided into the following blocks: Pacific Alliance, Andean Community of Nations, Central America and Mercosur.
Among the topics prioritized by the Committee for 2017 are:

  • Pacific Allianz TFC Sub-Committee:
    • Follow-up on the implementation of Agreements achieved on Cosmetics within the Chapter of Technical Trade Obstacles from the Commercial Protocol of the following initiatives:
      • Industry proposal to Authorities for the modifications required to each regulatory framework in order to comply with the Annex of Regulatory Cooperation that was agreed to: first quarter 2017
      • Promotion of the industry proposal in four countries and the prompt implementation of the Agreements: throughout 2017
    • Joint industry proposal for the negotiation of an Annex (similar to the one negotiated for cosmetics) for the elimination of Technical Trade Barriers for the Home Care Industry in line with the initiative.
      • Agreement on the intra-industry document to be presented to Authorities, including the elimination of TTBs and the implementation of best international practices; first quarter 2017
      • Forwarding document and following up on the selection process for the next industry to be negotiated by the Governments of the Pacific Alliance: first semester 2017
      • Talks with members of the Pacific Alliance Business Council (CEAP) and with Governments of the Initiative to promote the proposal to negotiate presented by the Home Care industry: throughout 2017
  • Andean Community of Nations TFC Sub-Committee:
    • Continue monitoring and accompaniment to negotiation rounds concerning the revision of Andean Decision 516, which regulates the commercialization of cosmetic products in the initiative: throughout 2017
    • Monitoring and Support to countries of the ACN in the identification of tariff and non-tariff trade Barriers, and a proposal for support to local Councils to work toward their abatement: throughout 2017
    • Monitoring of changes made by national Authorities and revisions to trade and regulations by the Andean Community: throughout 2017
  • Mercosur TFC Sub-Committee:
    • Continue assisting in the elimination of certificates that certify the fulfilment of regulations in the country of origin – that do not add value to the security checks required for imported products-, such as the Certificate of Free Sale and Certificate of Best Manufacturing Practices, among others in the Sub-region: throughout 2017
    • Strengthening of the agenda for the elimination of Technical Trade Barriers in Mercosur, with a view of attaining better practices for the regulation of products. The purpose of this is to seek the participation of Mercosur countries in the negotiation rounds and talks on industry topics: throughout 2017
    • Identification of commercial opportunities to seek the strengthening or negotiation of bilateral and multilateral Trade Agreements which include the elimination of obstacles for our industry: throughout 2017:
      • Talks EEUU – Brazil
      • Strengthening Brazil – Mexico
      • Mercosur – European Union
      • New Agreements
  • Central America TFC Sub-Committee:
    • Visit from a representative of the Trade Facilitation Committee to Central America in order to Support the Sub-Region’s Trade Facilitation agenda: throughout 2017 – ideally at the same time as a COMIECO meeting.
    • Monitoring and Support of actions undertaken by the Central American Council CACECOS in favor of trade facilitation and the implementation of best regulatory practices in the Sub-region, by means of the issuing of up to date Central American Technical Regulations for the cosmetic and home care industry, and the facilitation of customs procedures in the Sub-region: throughout 2017.

Sustainability Committee

President: Fernando Alarcón (L’Oréal)

  • Frequency of meetings: 1 a month

CASIC´s Sustainability Committee tackles sustainability from an environmental and social standpoint. The Committee´s main objective is to collaborate at regional level from CASIC´s platform with councils and companies to make progress in diverse matters concerning sustainability in Latin American countries, with a view of transforming our business model into one that is more environmentally friendly, responsible and inclusive. The Committee´s specific objectives are:

  • Assume, at company level, the responsibility of measuring and organizing indicators on social, financial and environmental levels, in order to provide opportunities for permanent talks with focus groups on these topics.
  • Support, at council level, our members in their pursuit of sustainability goals through talks with different stakeholders (Government, countries, society).
  • Commit to the sector in terms of research and development for: alternative/Green energies, reducing the use of water, reducing CO2 emissions, the possibility of using biodegradable materials and recycled packaging, minimizing waste, and impacting and aiding deprived communities.
  • Seek regional alignment on causes of social programs that have a positive impact on society and industry, taking into consideration the development of programs for inclusive trade.

With a view of working progressively toward the set objectives and the vision of the Committee, which is to position – for 2020 – the Sustainability Committee as a relevant player within the industry in Latin America that serves as a means to obtain objectives that are both environmental and social. The main topics tackled by the Committee at present are:

  • Those from a social and inclusive business perspective: through the strengthening of the “Luzca Bien---Siéntase Mejor” program in Latin American countries, as well as a joint effort to identify new potential social responsibility programs from the industry.
  • Urban Solid Waste (joint responsibility): with the aim of promoting best international practices on the topic in Latin America, resulting in no waste from consumers or production plants going to landfills. To achieve this, work is undertaken to gain commitment from the industry on Waste and its socialization with Authorities from the Region.
  • Reducing microenvironmental impact
  • Chemical Substances SAICM and GHS in the work place.
  • Networking with Stakeholders on a global level to get to know their sustainability programs and work toward the implementation of best practices in LATAM.
  • Quantitative surveys with consumers: to see how important product sustainability is for consumers.
  • Mapping of the different certifications the industry has on sustainability.

For 2017, the Council has focused its efforts on the development of Urban Solid Waste programs and the strengthening of social initiatives, taking into account the noticeable prioritization of these topics in the Region and CASIC´s commitment with corporate social responsibility.

Industrial Property Committee

President: Karin Manzur (Belcorp)

  • Frequency of meetings: 1 every two months (approximately)

This committee tackles different topics for the protection of the industry´s industrial property. Created recently, the Industrial Property Committee prioritized the topic of product counterfeiting as the first item on their agenda, as it is a large-scale problem that the industry in the Region must confront. Part of the Committee´s work plan for 2017 involves the building of relations and specific steps with different relevant stakeholders to make positive progress in the product counterfeiting front, specifically:

  • Relationships with Institutions:
  • Post-purchase campaigns (with local and zonal government, city neighborhoods) for the recycling of packaging of industry products to prevent them being re-filled.
  • Build relationships with sanitary authorities for accompaniment under the market´s surveillance model and penalties when counterfeit goods are identified.
  • Build relationships with customs authorities with a view of informing the losses these practices have on their tax collection.
  • Build relationships with the national authority on industrial property to express the industries standpoint.
  • Relationships with Consumers:
  • Awareness campaigns, consumer education.
  • Consumer discount campaigns to promote the return/recycling of packaging.
  • Campaign for the destruction of packaging by the consumer.
  • Intra-industry Relations:
  • Legal actions from the industry through local Councils against large counterfeiting mafias.
  • Mapping which initiatives currently exist at local level to promote initiatives from the cosmetic, and home care industries at national and regional levels. E.g. Forums in Colombia, Mexico, Brazil and Peru.

Marketing Committee

President: João Hansen (Avon)

  • Frequency of meetings: 1 every three months

This committee tackles marketing matters in the countries of the Region, from regulations in each country and how they affect the industry, to the promotion of the marketing Self-regulation model, which is implemented in the industry at international level. In its first undertakings, the Council managed to map all the marketing regulations in force in countries across the Region, as well as working on the creation of CASIC´s Code of Ethics and Marketing Self-regulation which was approved and signed by all members in October 2016.
For 2017, the Committee has prioritized the monitoring of topics relevant to marketing regulation in countries across the region, by means of a conference held every quarter and a focus on specific common issues that may arise throughout the Region; likewise, it is expected that CASIC members fulfil their commitment to meet the ethical principles included in the Code of Ethics and Marketing Self-regulation, which are: Legality, veracity and honesty, informed choice, verification and substantiation, appropriate use of testimonies or approvals from specialists, fair competition, comparative marketing, social responsibility with persons and the environment, protection of children and product classification/identification.

Home Care Committee

President: Carlos Berzunza (CANIPEC)

  • Frequency of meetings: 1 a month

The Committee, initially created as a Work Group, came about in 2015 with the premise of establishing the work agenda for Home Care products within CASIC, category that was incorporated into the Council´s scope of representation in the same year.
In its evolution toward becoming a Committee, this group, in which all member councils and companies with Home Care products in their portfolio and scope of representation participate, has adopted and provided other Committees within CASIC with topics of relevance for the Region. These topics, in order of importance for 2017, are:
